EXEMPTION'FROM'THE REQUIREMENTS OF APPENDIX J TO 10'CFR PART 50, PARAGRAPH'III.A.3 The Commission has issued an exemption from certain requirements of Ap'pendix J to-10 CFR Part 50 in response to your letter dated April 17. 1987. The. exemption pertains to certain requirements of 10 CFR Part 50, Appendix J, " Primary Reactor Containment Leakage Testing for Water-Cooled Power Peactors," for all Type A. -

(Containment Integrated Leakage Rate) tests to be' perfonned in accordance with the provisions of the American National Standard (ANSI) N45.4-1972, Leakage Rate Testing of Containment Structures.for Nuclear Reactors March 16, 1972.

This standard requires that containment. leakage rate calculations be performed using either the Point-to-Point method or the Total Time method.

In your letter dated April 17, 1987, you requested an exemption to allow use

.; of the Mass Point method (as provided in ANSI /ANS 56.8-1981). The Consission -l grants the exemption to use the Mass -Point method for calculating containment  :

leakage, with the explicit condition that such tests be conducted with a minimum  !

i test duration of 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />. The exemption is granted until Section III.A.3 of Appendix J is modified.- The exemption applies only to the method of calculating 4 leakage by use of the Mass Point method and not to any other aspects of the tests. ,

The bases for this action are included in the enclosed Exemption. Your letter I has noted that you will propose an amendment to' the Technical Specifications  !

(TSs) to maintain consistency _ between the TSs and the requested exemption. We will respond to the proposed amendment by separate correspondence.~  !

The Commission grants the exemption to us the mass-plot method for calculating containment leakage. The exemption }d granted until any final changes in rulemaking of Appendix J become effective. The exemption applies only to the method.of-calculating leakage by se of the mass-plot and not to any other aspects of

.the tests. The bases for this action are included in the enclosed Exemption.

Your letter has note that you will propose 'an amendment to the Technical Specifications (TSs) to maintain consistency between the-TSs and Appendix J.
