Gentlemen:
This refers to the reactive physical security inspection conducted by Messrs.
T. J. Madeda .and J. R. Kniceley of this office between July 28 and August 20,
1986, of activities at the Enrico Fermi Atomic Power Plant, Unit 2, authorized
by NRC Operating License No. NPF-33 and to the discussion of our findings with
you and your staff at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as specified in the enclosed Notice. A written response
is required.
We would like to bring to your attention our concern regarding your apparent
lack of strong managerrent direction or action in dealing with identified
incidents that apparently involved actions on the part of a few of your
employees that are indicative of less than forthright compliance with
requirements. Examples of those employees actions are noted in Sections 6
and 7 of the report and involve the apparent inaccurate documentation of known
facts. You are requested to respond within 30 days of your receipt of this
letter explaining ycur policy for administering disciplinary actions regarding
potential deceptive practices and your program for ensuring that employees

understand that policy. Those matters will be discussed with you at our

management meeting scheduled for September 23, 1986.

Areas examined during this inspection concern a subject matter which is exempt
\\
from disclosure according to Part 73, Title 10, Code of Federal Regulations,
Section73.21(c)(2). This information must be handled and protected in
accordance with the provisions of 10 CFR 73.21.
Consequently, the enclosure
to this letter, our report of the inspection, and your responso to the
violations identified in the enclosure to this letter will not be placed in
the NRC Public Document Room. Therefore, your statement of corrective action
regarding the violations identified in the enclosure should be submitted as a
separate enclosure to your transmittal letter in the manner prescribed.
