SUBJECT:
APRIL 2, 1987 MEETING REGARDING RESTART CRITERIA GZech, RII JDonohew SConnelly TRotella BHayes JHolonich CJamerson JKelly The NRC Office of Special Projects (OSP) staff met with the TVA on April 2, 1987 to discuss the restart criteria for the Sequoyah Nuclear Plant. A summary of the meeting was subsequently documented, placed on the 50-327/328 docket and transmitted to the meeting attendees via memorandum dated May 7, 1987.
The memorandum and attachment 1 thereto, which were not reviewed or concurred in by NRC management, stated that the restart criteria are acceptable to the NRC. This documentation of acceptance of the restart criteria was premature; acceptability of the criteria is contingent upon TVA supplying supplementary information to be identified in the meeting scheduled for May 21, 1987.
The restart criteria will be reviewed in conjunction with the supplementary information. The acceptability will be concurred in by senior NRC management and documented in a safety evaluation report (SER).
