SUBJECT': NRC REVIEW 0F V0GTLE UNIT 1, READINESS REVIEW APPENDIX 21E, MATERIAL
CONTROL - REPORT NO. 50-424/86-04

The NRC has completed a detailed review, inspection, and verification of the
'*
subject Appendix which you submitted to the NRC on November 7,1985.
Periodic
inspections were conducted at the Vogtle site and the resultant findings were
"
discussed with members of your staff at the conclusion of these inspections.
Areas contained in the Appendix which were reviewed, examined, and verified are
identified in the enclosed report.
Within these areas, the inspection and
. verification consisted of selected examinations of procedures and representative
records, discussions with personnel, observations of activities in progress, and
review of your licensing commitments.
' Reviews and inspection of Appendix 21E identified two violations and a number
of-other related problems. Your responses to these violations and other related
problems were - reviewed and found acceptable. Subsequent inspections. verified
that adequate' corrective actions had been taken. Consequently, these issues are
being closed in this report.
,
Based upon the NRC review and inspection of those activities identified in
Appendix 21E, we have determined that the applicant's program for construction
,
material control at Vogtle Unit 1 is acceptable and in complance with applicable
regulatory requirements. This decision is based upon information currently
available to the inspectors. Should information subsequently become available
which was not considered during this review or which conflicts with earlier
information, it will be evaluated to determine what effects it may have on the
above conclusion.
