The Hardimans' letter to the NRC was docketed as comment #447 for the proposed rulemaking entitled " Licensing of Nuclear Power Plants Where State and/or --

-Local Governments-Decline to Cooperate in Offsite Emergency Planning" (52 FR 6980). A postcard was mailed to the Hardimans from the NRC during the weeE of April 20, 1987, to acknowledge receipt of their letter. I can assure you that the Hardimans' coments will be considered by the NRC along with other conunents on the proposed rule.

Please look into this problem of a not-to-be influenced NRC l Commission. Although they gave a 60 day public discussion period on the rule back on esfety precautions for nuclear plant start-ups, they have not chnaged their course,not even acknowledged receipt of our letter. They need an an overview.
