VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS No. 1 AND 2 NEW SERVICE WATER SPRAY SYSTEM PIPING Virginia Electric and Power Company letter dated June 13, 1986 requested relief from hydrostatic test requirements for portions of the new service water spray and bypass system piping being installed at North Anna as part of our Service Water Reservoir Improvements project. Your letter dated September 30, 1986 granted this relief. Our letter committed to a 100% inspection of welds in the spray and bypass systen piping using liquid penetrant methods. This commitment was acknowledged in your safety evaluation report. The purpose of this letter is to document the results of recent discussions with the NRC Project Manager on October 14, 1986 and members of the NRC Region 11 staff on October 22, 1986 in which an alternate inspection plan was discussed.
Our new inspection plan consists of a 100% inspection of welds in the service water spray and bypass system piping asing a combination of liquid penetrant and magnetic particle methods. This inspection plan is in accordance with the requirements of the applicable construction code, American National Standards Institute (ANSI) B31.7 - 1969 Edition with Addenda through 1970.
It is our understanding that this new plan is acceptable to your staff.
