Docket No. 50-285 The Omaha Public Power District (0 PPD) received the subject bulletin dated October 8, 1986 on October 13, 1986. This bulletin required specific actions of licensees.

The actions required of all holders of operating licenses are detailed in the attachment to this letter. Our response to Paragraph 1 indi-cates that the actions required in Paragraphs 2, 3b and 4 of the subject bulle-tin are not required. As requested, a written report is being submitted under I

oath or affirmation.

s Actions Reauired of All Licensees Promptly determine whether o'r not your facility has a ' single-failure vulnerabil-ity in the minimum flow recirculation line of any ECCS pumps that could cause a failure of more than one ECCS train. Within 30 days of receipt of this bulle-tin, provide a written report to the NRC which identifies whether or not this problems exists at your facility.

OPPD Response An investigation has been conducted and it has been determined the Fort Calhoun Station is not vulnerable to any single-failure in the minimum flow recircula-tion line of any ECCS pumps that could cause a failure of more than one ECCS train. The valves installed in this line will fail open upon loss of electric power or instrument air to the valve actuators.

A Actions Reauired of Licensees That Have Determined Their Facility's ECCS Pumos Minimum Flow Recirculation Line Has Sinole-Failure Vulnerability Paragraphs 2, 3b and 4 of the subject bulletin detail actions for licensees that have (or have had) the single-failure vulnerability problem in the ECCS pumps minimum flow recirculation line.

OPPD Response No further action is required by OPPD since the Fort Calhoun Station is not vulnerable to any single-failure in the minimum flow recirculation line of any ECCS pumps that could cause a failure of more than'one ECCS train.
