Dear Mr..Kingsley:
E. Jordan.
SUBJECT:
GRAND GULF NUCLEAR STATION (GGNS), UNIT 1 -
ANNUAL OPERATING REPORTS-By letter dated February 27, 1987, the System Energy Resources, Inc. (the licensee) submitted the GGNS Unit 1 Annual Operating Report for 1986 and re-quested approval for omitting certain portions from future submittals.
It was requested that the sunnary of operating experience and the tabulations of scrams, outages and forced reductions in power be omitted in future annual re-ports on the basis that this infomation duplicates infomation already pro-vided in the GGNS Unit.1 Monthly Operating Reports.
The NRC staff has reviewed the licensee's February 27, 1987 request. The tabu-lations of unit shutdowns and power reductions are reproductions of tabulations included in the Monthly Operating Report and therefore can be omitted from fu-ture Annual. Operating Reports. The sunnary of operating experience in the Annual Operating Report for 1986 is primarily a narration of infomation con-tained in the monthly tabulations of unit shutdowns and power reductions and therefore is repetitive of previously reported information. However, a summary of operating experience, even with some repetition, should be included in Annual Operating Reports. This information is useful in studies the staff performs to verify the accuracy and completeness of data in the Nuclear Plant Reliability Data System and in determining event significance based in part on operational history. The infomation to be reported in the sunnary of operating experience should include a sunnary of significant non-load related events and associated corrective maintenance as well as scrams and load reduction events. A chrono-logical sequence of events showing dates and times for mode and power changes events, tests and significant maintenance would be a useful femat for the sunnary of operating experience. Descriptions of significant facility changes, tests and experiments as well as significant plant procedure revisions should also be included in the Annual Operating Report.
Based on our review of the February 27, 1987 submittal and a survey of Annual Operating Reports for other plants, the staff concludes that future GGNS Unit 1 Annual Operating Reports may omit the reproduction of tabulations which are 8705290157 870525 PDR ADOCK 05000416 f(
