Systematic Assessment of Licensee Performance (SALP)
'The NRC Systematic Assessment of Licensee Performance (SALP) Board has
completed its periodic evaluation of the performance of your Rancho Seco
facility during the period June 1, 1985, through June 30, 1986.
. The performance of Rancho Seco was evaluated in the functional areas of plant
operations, radiological controls, maintenance,: surveillance, fire' protection,
emergency preparedness, security, outages, quality programs and administrative-
controls, licensing. activities, engineering, and training.
The criteria used
in conducting this assessment and the SALP Board's evaluation of your
performance in these functional areas are contained in the enclosed SALP
report.
- The overall performance of Rancho Seco during the period exhibited a decline.
compared to the pre'vious period, in seven of twelve functional areas, while
- demonstrating improvement in only on4 area, fire protection. Over the
thirteen month; evaluation interval itself, the trend in performance was
improving in four'of-twelve areas, with two areas declining, and no clear
trend apparent in the remainder'of the areas.
Specific strengths and
weaknesses are identified in'Section IV, Performance Analysis for each
functional area',.along with-specific Board recommendations which we believe
you should seriously consider.

As described in the Summary of the SALP Report the performance ratings of
Rancho Seco were determined primarily from activities which occurred between
June 1, 1985 and December 26, 1985.
Since December 26, 1985 Rancho Seco has
been in a shutdown status and involved in the formulation and implementation
of improvement activities.
In this regard the Board recognized SMUD's
initiation of a comprehensive action plan for performance improvement and a
voluntary extended shutdown of the facility to find and correct both the
,
immediate and the more fundamental causes for a variety of violations of
regulatory requirements and operational incidents which occurred primarily in
the first half of the evaluation. -However, since that program had not reached
fruition by the end of the period, the effectiveness of that program in
improving SMUD's performance remains to be determined.
It was clear that the
less comprehensive measures which you initiated during the previous SALP
period to address long standing problems at Rancho Seco were not sufficient to
correct those problems.
The events of October 2, 1985 and December 26, 1985
demonstrated the need for more thorough corrective action than previously
planned, a need which you also recognized, and have begun.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and the enclosed
SALP report will be placed in the NRC's Public Document Room, as will any
comments you wish to submit to NRC regarding the content of the SALP report.
Please comment or amplify, as appropriate, on this report within thirty day of
receipt. Also, you are requested to submit your corrective action plans for
each area rated as Category Three within thirty days of receipt of this
report.
