Gentlemen:

SUBJECT: REPORT NOS. 50-321/86-20 AND 50-366/86-20

Thank you for your response of September 19, 1986, to our Notice of Violation

issued on August 20, 1486, concerning activities conducted at your Hatch

facility.

We have evaluated your response and found that it meets the

requirements of 10 CFR 2.201.

We will examine the implementation of your

corrective actions during future inspections.

After careful review of your request for reconsideration of the severity level of

the violation from a Severity Level IV to a Severity Level V, we have concluded

that the assigned severity level should stand as stated in the Notice of Violation.

Our basis for this decision is that the violation was the result of inadequate

design and installation controls of the Unit 1 Control Rod Drive Hydraulic

Control Units (HCUs).

This was a Quality Assurance problem which we do not

consider to be of minor significance especially when our inspectors found that

all Unit 1 HCUs were installed without the required plain punched washers. Also,

the safety significance of the installed HCU configuration was not known at the

time of the finding.

It was subsequently evaluated by your staff and determined

to be acceptable in that the installed HCU configuration did not represent a

problem with respect to continued safe operation of the unit. We do agree with

that evaluation, however, the Quality Assurance problem necessitates a Severity

Level IV classification.
