Gentlemen:
This refers to the inspection conducted by Messrs. James A. F. Kelly and R. E.
Farrell of this office during the periods of December 11-13 and 19, 1985, of
activities authorized by NRC Operating License DPR-34 for Fort St. Vrain, and
to the discussion of our findings with Mr. Judd Sills, and other members of
your staff during the inspection.

Areas examined during the inspection included the protection, receipt, and
storage of new fuel on site. Within these areas, the inspection consisted of
selective examination of procedures and representative records, interviews with

personnel, and observations by the inspectors.
The inspection findings are

documented in the enclosed inspection report.
Within the scope of the irspection, no violations or deviations were
identified.
The material enclosed herewith contains Safeguards Information as defined by
10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited
by Section 147 of the Atomic Energy Act of 1954, as amended.
Therefore, the
material, with the exception of the report cover page which is an inspection
summary, will ng be placed in the Public Document Room.
We apologize for any inconvenience that may have been caused by late issuance
of this report.
