SUfMARY OF CHANGES TO SETTLEMENT MONITORING PROCEDURES This summary provides notification, in accordance with Atomic Safety and Licensing Appeal Board Decision ALAB-578, that the Virginia Electric and Power Company has revised the Settlement Monitoring Surveying Periodic Test (PT)

Procedure (1-PT-115) and the Category I Structures - Settlement Monitoring Procedure (1-PT-112) for the North Anna Power Station. These procedures are used by Carrouth and Associates to monitor the settlement of Class I structures at North Anna and provide instructions for surveying to second order, Class II accuracy.

The changes to both procedures were necessary because settlement monitoring points

113, 141, 206, 207, 208, and 209 could no longer be used for surveying and had to be replaced with the associated redundant points.

Settlement monitoring points 113 and 141 were no longer accessible for reliable surveying due to plant modifications which have obstructed access to the points.

Settlement monitoring points 206, 207, 208, and 209 were fabricated from a corrosive material and they are deteriorating, making it desirable to survey the stainless steel redundant points instead.

In each case the redundant points are located on the same structure as, and in close proximity to, the original point.

The Bases section of NAPS Technical Specification 3/4.7.12 allows the establishment of alternate monitoring points.

Baseline elevations were established and added to 1-PT-112 for redundant settlement points 206R, 207R, 208R, and 209R corrected to May 1976. Baseline elevation for redundant settlement poirt 113R was established (corrected to July 1977) and the baseline elevation for redundant settlement point 141R was established (corrected to February 1979), and both elevations were added to 1-Pi-112.

The other changes made to these procedures were administrative in nature and do not affect the method of surveying.
