At our last Region V Progress Review meeting, the District committed to provide the NRC, Region V, with written and oral updates concerning Rancho Seco Records Management.

The attached report represents our written update.

l RANCHO SECO RECORDS MANAGEMENT In 1980, partially as a result of NRC. Inspection 80-34 concerning j improper storage of records, SMUD. committed to implementing a Records:

i Management' System and constructing an onsite vault to store quality i records. In 1986 another NRC inspection, 86-22 noted that although some '

progress had been made, some of the same concerns regarding the proper  :

! -storage of surveillance records still exist. To this violation, the i District took prompt corrective action to protect the identified records 1 and calibration test data in question. -In addition, the District i committed to adding staff to the Records Management organization to 4 expedite the processing of records into the Records Management System, i increase the storage capacity of the onsite storage vault through high density storage equipment, revise procedures to confonn to the records l program in place, provide interim storage of quality records in one-hour, j fire rated file ' cabinets for up to 120 days at the work location prior to their filming or placement in the vault, and provide training to site

personnel on the revised procedures. The basic commitment, besides the program improvements, was to have the backlog' of records to be filmed

. resolved before December 31, 1989, including the warehoused records in Sacramento. Apparently, from recent conversations with the NRC, that-l date is unacceptable, j After reevaluating the District position, we are now willing to commit'to 1 having all records indexed, protected, and retrievable prior to i December 31, 1987. This will be accomplished through a series of actions

that are being taken and will be detailed later in this briefing.

I CURRENT STATUS I

The staff of the Records Management organization has been. increased to l include a microfilm operation on two shifts. That, along with a i directive issued by the Deputy General Manager, Nuclear concerning the forwarding of all quality records to the Records Information Center (RIC)
Files has eliminated the growth in the Rancho Seco backlog of. unprocessed i' quality documents. We are currently generating approximately 500,000 new quality records per year and are microfilming at a rate in excess of
1,300,000 records per year. A comprehensive assessment of the quantity of all nuclear quality records that are stored at various locations throughout the District has recently been completed, and actions are i currently underway to provide the required' level of storage by the end of

! this year. A revision-to QAP-18 (Rev. 3) and a new Rancho Seco j Administrative Procedure RSAP-0601, which defines the requirements and I standards for records management at Rancho Seco, are drafted and in final i interdepartmental approval (copies attached). A total of 63, 1-hour, i fire rated, file cabinets have been ordered over the last four months for interim storage of records in work locations.

  • ACTIONS BEING TAKEN
1. As stated before, the revised procedures are in final review. They will be issued and site personnel trained prior to May 31, 1987.
2. Purchase orders have been issued for the one-hour, fire rated, file cabinets which will be put into use as soon as they are available.
3. High density storage shelving has been procured to increase the storage capacity of the onsite vault by about 40%. Current plans are to install the shelving in the June-July time timeframe.
4. Additional offsite storage, in Sacramento, that will meet the requirements of ANSI /ASME NQA-1, 17-s, has been located. SMUD.is currently in the final stages of entering into a contract to lease a 640 square foot vault to protect records prior to their microfilming.
5. Prior to storage of records in either the onsite or offsite vaults, all records are being indexed for retrievability.

SUMMARY

By the end of 1987, the entire backlog of quality records and all current quality records, as they are turned over to Records Management, will be indexed and protected in accordance with Rancho Seco procedures and fully retrievable.
