ACTION LEVELS / PRECAUTIONS 1.0 This procedure is to be initiated upon any of the following conditions:
1.1 An emergency condition has been declared at the Beaver Valley Power Station as defined in the BVPS Emergency Preparedness Plan.
1.2 An existing emergency condition has been reclassified to a higher emergency
- category, and/or, a
significant deterioration in conditions has occurred.
1.3 The emergency situation has been corrected and the emergency terminated, and recovery operations have begun.

NOTIFICATIONS 01 2.0 To minimize the spread of rumors and undue public anxiety, the following precautions should be followed:
2.1 All initial and follow-up notifications shall be made with the telephone as the primary means, with predesignated back-ups available in the event the telephone systems are inoperable.
2.2 No information shall be provided to any individual whose identity is unknown, or to any organization not listed on the Emergency Notification Call-List. Any calls of this nature should be relayed to DLC-Corporate Communications.
2.3 No press releases on the incident shall b'e made prior to completion of all required notifications, and will be made only by Duquesne Light Company Corporate Communications.
3.0 In the event of a forced control room evacuation, the onshift Communications and Records Coordinator (CRC) will relocate to the Security Building to make the required emergency notifications.
3.1 A controlled copy of EPP/IP 1.1
" Notifications" will be maintained by the NSS Administrative Assistant in the Central Alarm Station (CAS).
The IP will be located in the EPP answering machine cabinet. Should the situation warrant, the onshift CRC will retrieve the IP and related forms from the CAS and make the emergency notifications from the security office immediately outside the CAS.
t 3.2 When making the emergency rotifications, the onshift CRC will inform the offsite agencien that alternate numbers are to be used for the verification callback.
3.3 These alternate callback numbers are to be used only in the case of a forced control room evacuation:

1.3 For a General Emergency, approval of the Initial and Follow-Up Notification Forms should lxa obtained from the Emergency / Recovery Manager.
NOTE Ensure that the."EPP Switches" associated with the telephones in the Control Room are positioned in the EPP position during emergency operations.
2.0 Notifications 2.1 Upon escalation to an Alert, or upon immediate classification of an Alert or higher, or at the request of the Emergency Director, contact the Central Alarm Station (CAS) at PAX 5114 or PAX 5046 and insert the appropriate tapes in the answering machines and request they activate the beepers.
2.2 Contact each organization or individual using the Emergency Notification Call-List, Attachment 2.
2.3 When party answers, read the introduction paragraph on the

initial _ notification form and pause to allow the individual to obtain his copy of the form.
2.4 Read the text of the notification, emphasizing the variable information. The initial notification must be kept simple and non-technical. Emphasize the code word.
2.5 The Follow-up Notification Form should be updated as necessary information changes.
2.6 If a party cannot be contacted in a reasonable period of time, bypass that party and proceed down the list.
After other required notifications are complete, re-attempt to contact any by passed parties. Every effort must be made to contact the organizations listed in Attachment 2 and all attempts must be documented.
3.0 Follow-Up Notifications 3.1 The follow-up notification provides technical information to those qualified to use the data and serves as a means to verify the authenticity of an emergency notification. The code word 'also provides verification.

r.PP/ Implementing Procedure EPP/IP 1.1 NOTIFICATIONS 3.2 Relay the information on the Follow-up Notification Form, and record caller's name in space provided on Emergency Notification Call-List.
3.3 Ensure all agencies initially contacted perform the verifications call. If not, contact agency again and request information be relayed to the appropriate ladividual who will in turn perform the call-back.
4.0 Subsequent Notifications 4.1 If it becomes necessary to reclassify the emergency to a higher (or lower) classification, the Initial Notification Form is used and notifications are made in the same manner specified in Section E-2 of this procedure.
4.2 The Follow-up Notification Form should be updated as the necessary information changes.
4.3 When the emergency situation at BVPS has been terminated, complete Attachment 5, Emergency Termination Form.
5.0 Transfer of Responsibility 5.1 When TSC personnel are activated and have arrived on site, a turnover shall be performed.
5.2 When informed by TSC Communications and Records Coordinator, transfer communication responsibilities from the Control Room to the Technical Support Center.
5.3 Upon notification that the communication responsibilities have transferred to the TSC, the relieved Communication and l
Records Coordinator shall ensure the telephone "EPP switches" are in the " NORM" position.
F.
FINAL CONDITIONS 1.0 Use of this procedure shall be terminated when the emergency situation is corrected or when directed by the Emergency Director.

L NOTE 1 Upon escalation to an ALERT or upon immediate classification of an ALERT or higher, or at the request of the Emergency Director, contact the Central Alarm Station (CAS) at PAX 5114 or 5046 and request they put the appropriate tapes in the answering machines, activate the beepers, and put the machines in the message receive mode (per EPP/IP 1.2).
NOTE 2 Calls to the offsite agencies-listed Items 1-7 must be made in sequence, as rapidly as possible (in all cases within fifteen (15] minutes), and prior to any other notifications.
If one of the organizations cannot be reached, continue with the next and then re-attempt to contact the bypassed party prior to moving to Number 8.
NOTE 3 Notifications made to the Pennsylvanis Emergency Management Agency are not made at every emergency level. Calls to PEMA should be made at the UNUSUAL EVENT and GENERAL EEMERGENCY levels.
If an accident is initially classified as an ALERT or SITE AREA the call should go to PEMA.
If an incident is escalated from an UNUSUAL EVENT to an ALERT, or from an ALERT

to a SITE AREA, the notifications will be made to DER /BRP.

In all cases DER /BRP will make the verification callback.
NOTE 4 Once the County Emergency Operations Centers (EOC's) are activated, the coordinators will inform the BVPS emergency communicator to use a designated EOC number shown on the sheets.
