Gentlemen:

SUBJECT: NRC INSPECTION REPORT NOS. 50-327/87-17 AND 50-328/87-17

This refers to the Nuclear Regulatory Commission (NRC) routine resident inspec-

tion conducted by Ken Jension on March 6 - April 5,

1987.

The inspection

included a review of tictivities authorized for your Sequoyah facility. During

this period, this review also included a special inspection of your restart

determinatior process. At the conclusion of the inspection, the findings were

discussed with those members of your staf f identified in the enclosed inspec-

tion report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

Within the scope of the inspection, no violations or deviations were identified.

However, in the area of your restart determination process, the inspectors noted

cases of informality in the implementation of your process. Additionally, some

tracking systems used to select items as restart or nonrestart were found to be

inaccurate.

Finally, several cases were found where corrective actions were

deferred beyond restart based on compensatory measures being in place, which

appears to be inconsistent with your administrative procedures governing this

process.

These concerns have been discussed with your staff and it is our

understanding that actions will be taken to resolve these concerns. We will

be inspecting this area again as part of our restart readiness inspection prior

to restart in order to ascertain adequate resolution of those concerns.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2

Title 10, Code of Federal Regulations, a copy of this letter and its enclosure

will be placed in the NRC Public Document Room.
