This refers to the inspection conducted by Mr. R. A. Caldwell of this office
during the period April 13-17, 1987, of activities authorized by NRC
Construction Permits CPPR-128 and CPPR-129 for South Texas Project, and_to the
discussion of our findings with Mr. A. O. Hill and other r: embers of your staff
at the conclusion of the inspection.
Areas examined during the inspection included security plan and implementing
procddures; management effectiveness; security organization; security program
audit; records and reports; testing and maintenance; locks, keys, and

combinations; physical barriers
protected areas; physical barriers - vital
j
areas; security system power supply; lighting; compensatory measures;
assessment aids; access control
personnel; access control
packages access
-control - vehicles; detection aids
protected areas; detection aids - VA, MAA,
and CAA; alarm stations; communications; personnel training and
qualification
general requirements; and, safeguards contingency
plan - implementation review. Within these areas, the inspection consisted of
selective examination of procedures and representative records, interviews with
personnel, and observations by the NRC inspector.
The inspection findings are
documented in the enclosed inspection report.
Within the scope of the inspection, no violations or deviations were
identified.
The material enclosed herewith contains Safeguards Information as defined by
10 CFR Part 73.21 and its disclosure to unauthorized individuals-is prohibited
by Section 147 of the Atomic Energy Act of 1954, as amended.
Therefore, the
material, with the exception of the report cover page which is an inspection
summary, will n_ot be placed in the Public Document Room.
