EFFECTS OF POTENTIAL BANKRUPTCY ON RIVER BEND STATION Recently, it was brought to my attention that Gulf States Utilities (GSU) has informed the Securities and Exchange Commission that GSU may seek protection from creditors under the Bankruptcy Code.

I am concerned that the bankruptcy or even the pendency of bankruptcy could negatively impact activities associated with River Bend Station.

We foresee that this action could adversely affect the quality of such activities as:

(1) filling planned or needed staff positions at both the plant and corporate office, (2) implementation of training program plans and commitments, (3) scheduled plant maintenance tasks, including implementation of preventive maintenance programs, (4) timely completion of scheduled plant design changes and modifications affecting safety, (5) procurement of new and replacement parts, and (6) management and quality assurance oversight functions.

We recognize that your financial structure is principally a matter between GSU and appropriate state and federal bodies with authority over financial matters.

However, you should thoroughly evaluate your plans in this regard to assure that they do not contain elements which could affect the continued safe operation of the River Bend facility or delay fulfillment of your commitments to the NRC.

Pleasq provide me with the results of your evaluation by December 15, 1986.

Moreover, rearrangement of corporate management or management of corporate assets, may require NRC approval. This should be kept in mind in connection with any change in the control of the corporation or control of the River Bend facility. NRC should be kept informed of developments in this matter.

We would be pleased to discuss this matter further, if you desire.
