FEEDWATER LINE B CONTAINMENT PENETRATION TEMPERATURE Re:

Grand Gulf Nuclear Station, Unit 1 By letters dated January 31 and May 12, 1986, the Mississippi Power & Light Company proposed equipment modifications and procedures to maintain water in the reactor core isolation cooling (RCIC) system above 65 F.

The RCIC system normally takes suction from the condensate storage tank and discharges into feedwater line B.

The flued head containment penetration of feedwater line B has a calculated permissible lowest service metal temperature (LSMT) of 65"F in order to comply with General Design Criterion 51, " Fracture Prevention of Containment Pressure Boundary", Appendix A to 10 CFR 50. Maintaining the RCIC system's water temperature above 65 F assures compliance with General Design Criterion 51.

The NRC staff has reviewed the licensee's submittals. The staff's safety evaluation is enclosed. The staff concludes that the licensee's commitments as described in their January 31, and May 12, 1986, submittals for preventing the feedwater line B flued head containment penetration from falling below its calculated permissible LSMT are acceptable.
