SUBJECT:

TECHNCIAL SPECIFICATIONS FOR MINIMUM SHIFT CREW COMPOSITION Re: Haddam Neck Plant The Commission has issued the enclosed Amendment No. 80 to Facility Operating License No. DPR61 for the Haddam Neck Plant. This amendment is in response to your application dated June 3,1986.

This amendment would delete the requirements thatlicensed senior reactor operators (SR0s) of the plant crew be qualified in radiation protection procedures. The present requirement arose because health physics technicians were not routinely assigned to off-shifts and Technical Specification 6.2.2.d requires that an individual qualified in radiation protection procedures shall be on-site when fuel is in the reactor. Connecticut Yankee Atomic Power Company currently satisfies the technical specification requirement by assigning qualified health physics technicians to all operating shifts.

A Notice of Consideration of Issuance of Amendment to License and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing related to the requested action was published in the Federal Register on July 2, 1086 (51 FR 24252). No comments or requests for hearing were received.

A copy of our related Safety Evaluation is enclosed. This action will appear in the Commission's biweekly notice publication in the Federal Register.
