Dear Mr. Schaufelberger:

Your letter of January 14, 1987, set the effective date of the Nuclear Power Group (NPG) Directive on Fitness for Duty for NRC employees and consultants as June 18, 1987. The NPG Directive includes a requirement that NRC employees who require unescorted access to Cooper Nuclear Station (CNS) shall pass the drug and alcohol tests required by the directive or pass "a comparable test conducted by the NRC and approved in writing by the District."

This letter is to inform you that the NRC program will not be implemented by June 18, 1987. Therefore, I have informed Region IV employees that they may participate in the drug and alcohol testing portion of the NPG Fitness for Duty Program, if they wish to have unescorted access privileges at CNS. Those NRC employees who choose not to submit to drug and alcohol screening by the District will require escort by personnel from your organization. As soon as I can determine the extent of planned participation, I will advise you of the most probable number of escorts that you should expect to provide on a continuing basis.

If you have any questions concerning this matter, I will be pleased to discuss them.
