INSPECTION FINDINGS AND OTHER COMMENTS:

Background Information The electrical generators for the emergency diesel engines installed at the-Diablo Canyon Nuclear Power Plant (Diablo Canyon) were originally designed and manufactured by Electrical Products Incorporated (EPI) located in Cleveland, Ohio. Northern Engineering Industries Parson Peebles (NEI Parson Peebles) of Great Britian bought EPI in 1979 and renamed it Parson,Peebles EPI. The manufacturing operations of Parson Peebles EPI ceased in the fall of 1984. Peebles Electrical Machines, a subsidiary of NEI Parson Peebles is currently manufacturing a spare electrical generator for the Diablo Canyon Nuclear Power Plant.

Parson Peebles EPI is fur-nishing the design drawings and all the components available from their storage to Peebles Electrical Machines for the manufacture of an identical spare electrical generator.

Review of Purchase Order Parson Peebles EPI, Cleveland, issued purchase order (P0) No.14673 to Peebles Electricai Machines (PEM) fer the supply of a 3 phase electrical generator rated for 2600 tw/F 50 kva, 900 revolutions per minute, 4160 volt, 60 hertz.

Electric Company, which included the electrical tests to De per.crmed on the completed generator such as open circuit saturation curves and losses, short circuit saturation curves and stray losses, temperature test by simulated loading at zero power factor, temperature rise by increase in resistf nce, high voltage tests on the rotor and stator, overspeed and efficiency by summation of losses.

PAGE 3 of 5 PEM translated the P0 requirements into their General, Order (GO) listing the various ccmponents required to manufacture the electrical generator. The GO was circulated to the various departments including mechanical and electrical design offices, and quality centrol for review and acknowledgement by signature and date. The suppliers for each component were identified against each item on the G0 to enable procurement. PEM procured many items such as winding insulation material, sliprings, brushes, etc. from NEI EPI, who supplied the items from their inventory. P0s were issued for items which were not available from NEI EPI stock.

Review of the Inspection Program The inspector accompanied by a quality control engineer toured the plant and reviewed the inspections being performed in the areas of receipt inspection, storage of material and in-process manufacturing operations. The objective was to verify the implementation of the inspection program during the manufacture of electrical rotating machines.

Individuals assigned to the specific inspections who were interviewed during the process were knowledegable in the activities

they performed.

All incoming material is received at a ' designated area, inspected a.

to verify that the material meets the P0 requirements and trans-ported to a designated storage area. The storage area was selected to preserve the integrity of the material.

For instance, insulation material was stored in a refrigerated room.

The components received from NEI EPI were stored in a designated area. The insulation tapes for the windings were stored in a refrigerated enclosure.

Certificates of Conformance (CoCs) were available. However, the individual items lacked unique identi-fication and could not be traced to the item numbers of the P0 and subsequently the CcCs. The quality control engineer took imediate corrective action by writing deficiency reports and affixing nonconformance tags to the components, as required by the quality control procedure. PEM contacted NEI EPI and requested they identify each item supplied with the relevant G0 item number for future shipments and provide a cross reference in the CoC.

It was not difficult to establish the identity of the items supplied so far, since only a few items supplied by NEI EPI were in storage.

Subseouent to the inspection, on October 14, 1986, the inspector contacted the NEI EPI represen-tative in Cleveland and determined that all items being shipped to PEM would be adequately identified by GO item and cross referenced in the CoCs.

chased material was segregated by the GO number; Insulation material which is sensitive to changes in ambient temperature was identified by the G0 number and stored in a refrigerated enclosure, the access to which was limited to authorized perscns.

The inspector witnessed coil bending and forming operations, and insulation of windings being performed in the winding shop.

Appropriate drawings were being used.

In the core assembly area, core laminations were being assembled. Quality plan Q03-09-16 dated December 20, 1978, Revision 4, titled,

" Standard for cores, inspection procedures for stator and core laminations" was available at the work area. Laminations inspected and accepted by the foreman of the stamping shop were being used to assemble the core.

Review of Calibration of Measuring and Test Equipment The inspector randomly selected test equipment and verified that they were currently in calibration.

Review of the calibration records indicated that standards traceable to the National Physical Laboratory (Great Britian) were used to calibrate the equipment.

Review of Audits Performed on PEM The PEM program is being revised to conform to a recent reorganization at NEI. The manufacturing facilities are being moved from adjacent buildings and relocated in a central building.

Representatives of Diablo Canyon inspected PEM and plan to witness the acceptance tests on the generator which are scheduled for January 1987.

Represent-atives of the Central Electric Generating Board (CEGB) of England, which owns several nuclear power plants, had performed an audit of the revised PEM QA program and corrective action on adverse findings were being implemented. PEM is an approved vendor for CEGB.

The inspector met with PEM representatives mentioned in Section F at the conclusion of the inspection and discussed the scope and findings of the inspection.
