Incomplete By letter dated October 17, 1985, Public Service Electric and Gas Company sub-mitted proposed Technical Specification changes for the Salem Generating Station, Uni,ts 1 and 2, responsive to Item 4.3 of Generic Letter 83-28. Guidance for these changes was provided by Generic Letter 85-09. We have reviewed the sub-mittal and find the proposed Technical Specification changes acceptable except for the following:
No changes have been proposed for Functional Unit 21 (Reactor Trip Breakers) and Functional Unit 22 (Automatic Trip Logic) of Table 3.3-1.
The licensee should separate Modes 3*, 4* and 5* from Modes 1 and 2, and apply a separate action to Modes 3*, 4*,and 5* similar to Action 13 of Generic Letter 85-09 (The
- indicates that the action applies only when the reactor trip system breakers are in the closed position and the control rod drive system is capable of rod withdrawal). Also, in addi-tion to the present action for Modes 1 and 2 of Functional Unit 21, the Ifcensee should add an action similar to Action 14 of Generic Letter 85-09.
