ACCEPTANCE OF WPPSS NUCLEAR PROJECT d0. 2 The purpose of this memo is to highlight the significant CSB review areas associated with the WPPSS-2 application.
In our original acceptance review we had indicated that the application was unacceptable for initiation of our review because of several major deficiencies. They were the areas of LOCA and SRV pool dynamic loads and the rectr.biner system selected by the applicant. Since that time, a meeting was held on May 13 with the applicant to discuss these deficiencies. As a result of additional infomation obtained during this neeting, we now believe that the WPPSS-2 application can be accepted. However, because of the significance of pool dynamic loads and a potentially substantial review effort required to evaluate the recombiner system, as proposed, we believe that the acceptance letter should indicate the necessity to maintain the proposed schedule for infornation to be submitted.-
One of the main reasons CSB had indicated that the WPPSS-2 docket was unacceptable for review was the lack of program definition associated with the LOCA pool dynamics loads. During the meeting, an interim progran was presented which will be used to support the specific loads being used by the WPPSS-2pplant. The program schedule indicates that all of the necessary infonnation will be submitted to the staff by January,1979.

The proposed program has indicated that multi-vent chugging effects p'-
will be considered in the detemination of condensation loads. The analytical method as proposed requires verification through a testing program which is part of the generic program sponsored by the Mark II owners group. Although this testing program and associated results can be considered confimatory, it must be recognized that it represents a vital link in the overall approach. Therefore, maintaining the schedule for submittal of this infomation is important in maintaining the staff's review schedule.

SRV' Pool Dynamic Loads As proposed, the methodology for detemining SRV loads will be forthcoming. This methodology differs from that currently defined by the Mark II owners group in their long tem program. Submittal of this infomation obviously is required prior to initiation of our review.
In addition, test results fmm the CA0RSO inplant testing program are considered to be a necessary element in the verification of the proposed methods. Therefore, as in the case of the LOCA pool dynamic loads (i.e., chugging) the staff. views the submittal of the CA0RSO test results as a necessary element for our review and evaluation of SRV loads.

Recombiners As part of the Cobbustible Gas Control System, WPPSS-2 has indicated that an Air Products and Chemicals, Inc. recombiner will be used.
We have not received, in the application, any supporting infomation regarding the system description, design specifications or qualification testing program which we require in order to initiate the technical review. Since this type of recombiner has not been approved for combustible gas control, we will require the above infomation before the review can begin.
In an effort to supply guidance as to specific information required, l
we have enclosed a copy of our evaluation (dated September 24,1975) which was sent to Air Products and Chemicals Inc. (O. D. Parr to R. F. Niehaus) their Topical Report APCI-73-10, entitled "A Catalytic Recombiner System for Post LOCA Combustible Gas Control." In the technical review we identified several deficiencies. There has been no remedial action to correct the deficiencies as identified in our evaluation. lie have also

As the above two areas of technical review have a significant amount of additional infomation outstanding, we believe that Washington Public Power Supply System should commit to a rigorous schedule as l
to submission of required documentation to begin a detailed review.
In order to provide definitive input to a Level 0 schedule thirty days l
