Lynch BACKGROUND ON WNP-2 ACCEPTANCE REVIEW The WNP-2 OL application was originally submitted in liarch 1977 and was rejected in June 1977 primarily due to the deficiencies in the I&C sections with some minor deficiencies in other areas. The FSAR was not prepared according to Revision 2 of the Standard Format and was not a correct representation of the plant as it was being built (e.g., it described some systems which were not in the plant and omitted others).
The application was drastically revised to conform to Revision 2 of the Standard Format and was resubmitted in March 1978. A decision was made on May 12 by the Director of NRR based on the discussions held in the Blue Book meeting to inform the applicant of serious deficiencies in its application. Specifically, the applicant-has proposed to use Revision 3 to the DFFR though this document has not been submitted to the staff. More fundamentally, the applicant proposes to reduce the loads associated with a LOCA from the " lead plant" loads (i.e., the short term program) though the feasibility of accomplishing this task in the time frame of the estimated fuel load date (e.g., March 1980) has not been established. Additionally, the applicant appears to be depending heavily on the Japanese tests at Tokai and the tests at Caorso for the SRV loads. Whether this data will be submitted on the WNP-2 docket in a timely manner, is not clear.
While CSB did not raise any significant objections during the first acceptance review, their stated concern now is that the applicant has not submitted sufficient information to permit the staff to start its detailed review of what is perceived to be a pacing item. The purpose of the meeting on May 18, 1978, will be to permit the staff to consider the CSB concern in light of the action plan to be
