ACCEFJ' IK'E REVIEW OF FSAR FOR bPPSS HLCLfM PLWF NO. 2 The Hasnington Public Power Succly System (;,7PS3) tendered it's atnlication for an coerating license for its facility, NPPSS Nuclear Plant No. 2, on March 24, 1978. This iccility will utilize a B:!n-5/is II boilim water reactor, rated at a thermal output of 3323 megawatts and a net electrical outcut of 1066 ragavatts. The reactor site is ateut 12 miles north of Ricnland, Washington. ' Dis is the second tendcring of the RG-2 CL acclica-tion; ilFPSS tendered its first CL a; plication in P. arch 1377 and which we found not acceptable for docketing in June 1977.
Thougn the FSAR was received in the docket room on March 24, 1978, a delay in tne docket room primarily attributable to the acplicant, crevented tne distribution of the FSAR until f4 arch 29,1978. Accordingly, the 30-day review period will be calculcted from this latter date. Participants in the acceptance review are recuested to autmit their evaluation to me by April 19, 1978. If tnere will be any difficulty in achering to this requested schedule, please advise me im.ediately so that an alternative schedule can be devolcoed.
In this regard, it is i..sortant to note that cost parts of the creviously tendared CL application were found acccptable. The particicants in tne seccnd accoctance review ccn, advantagecusly, minimize their review of tort by referring to the previous acceptanco review ccen.ents. There were, heu-ever, four branches (I&C, PSB, RSS and GS3) 4csc revi<w cerJ: ante in the first accectanco review were censidered significant in our necision not to 1 - --

We excect to notify the apolicant of the results of our second ac~n:tance review on April 28, 1978, and will schedule a oeeting with them shortly thereafter. You will be requested to discusa your acceptance review evalua-tion with the apolicant at that meeting.
