Thank you for your letter of April 13, 1987, in response to our letter and

Systematic Assessment of Licensee Perfonnance (SALP) Board Report 50-313;

50-368/87-03 dated March 12, 1967. We have reviewed your reply and find it

responsive to the concerns raised in the SALP report. We will review the

results of your actions taken to address the improvements considered necessary

in the areas of security and design change process during future inspections.

This letter, with your response to the SALP report ottached, is considered an

oppendix to, and part of, the original SALP report.

In accordance with

Section 2.790 of the NRC's " Rules of Practice," Part 2. Title 10, Code of

Federal Regulations, a copy of this letter will be placed in the NRC's Public

Docupent Room.

Licensee Performance (SALP) Report

Dear Mr. Martin:

Your letter of March 12, 1987 (0CNA038704), transmitted the Systematic

Assessment of Licensee Performance (SALP) report for Arkansas Nuclear One

for the period July 1, 1985, through December 31, 1986.

This letter

constitutes AP&L's comments on the subject report.

AP&L has in the past and will continue to support the SALP process and its

goals and objectives.

An objective assessment of Licensee performance is

useful to both the Licensee and the NRC as well as increasing public

confidence in the nuc1 car industry.

Such a process promotes continued

enhancements in safety and provides a tool which enables both the licensee

and the NRC to better utilize resources by focusing on areas with the

greatest potential for improvement.

In order to accomplish these goals, the

SALP report must be objective, comprehencive, and address both the strengths

and weaknesses of each area evaluated.

We believe this year's report was both comprehensive and objective.

The

report not only pointed out areas were improvements could be made, but also

recognized the substantial effort AP&L has made in numerous areas to improve

overall performance and plant safety.

Regardless of our overall good

performance rating in this year's report, we recognize the need for continued

improvements in all areas in keeping with the industry's standard of

excellence.

In the SALP report, you noted improvements being necessary in the areas of

Security and requested that we advise you of our actions planned to address

the category 3 performance rating.

The following provides a discussion of

actions which have already been taken and those that will be taken in the

near future to strengthen the ANO Security program.

As described in the analysis section of the SALP Board's findings concerning

Security, AP&L initiated extensive corrective actions for the

vulnerabilities discovered during the RER and NRC inspections.

Additionally, AP&L has initiated several other actions aimed at improving

the AN0 Security program.

A major reorganization of the Security management

structure at ANO began in late 1986 and is expected to be fully implemented

during April 1987 with the staffing of the remaining AP&L position added.

These organization changes, described in Revision 11 to the ANO Industrial

Security Plan, elevate the level of the reporting chain of Security in the

ANO organization and provide more direct, AP&L management resources in the

Security organization.

Following the February 13, 1987 meeting in the Region, ANO management

initiated a complete restructuring of the Security Incident Reporting

Procedure to better document the consideration for reporting to the NRC,

establishment of compensatory measures, and assure prompt AP&L management

review.

This new procedure is expected to be implemented before May 1,

1987.

Additionally, a review of the guidance provided to the Security

organization in the area of compensatory measures has been initiated with

completion expected during May 1987.

In mid year 1986, AP&L initiated improved performance tests on a periodic

basis of the Security hardware systems.

The Security organization had been

tasked with reviewing these procedures, with regard to the NRC

recommendations in this area, and revising them, if necessary, by July 1987.

A policy (outlining the disciplinary guidelines to be followed) concerning

the violation of security requirements by any employee was issued on

February 15, 1987.

Reviews of any trends identified as a result of this new

policy will be conducted to deter.nine if changes in the policy, security

requirements, or personnel training are needed.

A review of the Security Administrative Procedures will be conducted by

June 1987 to ensure that the responsibilities are clearly defined and

understood for each of the levels of the Security organization, including

the first-line supervisors.

As mentioned earlier, a recent reorganization has elevated the level of

management attention focused on the security area.

Additionally, a Plant

Licensing Engineer has been designated to assist the Security organization

and ANO management in security matters.

To further enhance management's involvement in Security, AP&L plans to

provide additional corporate resources under the General Manager of

Corporate Security to provide additional oversight of the ANO Security

program and input to management concerning the Security program

,

effectiveness at ANO.

Many of the items discussed above were initiated by AP&L during the last

SALP evaluation period as a result of AP&L's continuing management

commitment to provide an effective Security Program at ANO.

Resources and

priority will be applied to this area to assure desired improvements are

achieved and weaknesses identified in the SALP report are promptly addressed.

The SALP Board also noted that AP&L's design change process was deserving of

additional attention.

As discussed in the report, AP&L has initiated

numerous changes over the last several years to improve the design change

process and is still in the process of implementing many of the improvements

previously determined to be warranted.

We are continuing to assess the

program's effectiveness in the areas of process, organization and personnel

qualification and will factor into our assessment the SALP Board's

recommendations.
