_Hanford Nuclear Station-Duit 2 Docket No. 50-397 Request For Mditional Isferustion The system quality groep c.laselfication and seismic classifi-cation for (1) the recirculation loop of the Fuel pool Cooling and Cleanup System and (2) those pertises of the Instrummet and Service Air System wh!ch supply systeen layetteet to a.sfaty, differ from the classifications for these systems developed by the rossistory staff.

The AEC system ges11ty group classification in Grepp C and the seisade classification is Category 1.

Unless conformance with the AEC classifications is intended, provide the following informations (a) Justify the application of your proposed classifications by identifying any additional requirensata you will impose l

by demonstrating they will provide a quality leve) and seismic design classification at least equivalent to that associated with the appropriate AEC classification groups.

(b) Indicate the assasures that will be taken to implement any additional requirements in (a) above in terms of the seismic and quality assurance provisions to be applied in the desipn, manufacture and installation of these syntems.

Directorate of Licensing WASHINGTON PUBLIC POWER SUPPLY SYSTDi, HANFORD NO. 2, DOCKET No. 50-397 As soon as possible. the following should be provided by applicant as an official amendment to the application:

1.

What is the estimated minimum dollar amount of bonds expected to be sold in the initial bond issuance?

2.

The estimated date for completion of the Hanford No. 2 Unit?

3.

Please provide us with the notes to the WPPSS financial statements submitted as Amendment #2 to the application.

4.

Will a sinking fund be established for payoff of the bonds? If not, what arrangement will be used?

What will be the expected useful life of the nuclear facility?

About 30 days before financial testimony must be completed, applicant should provide updated cost data for construction of the nuclear facility. This should be as specified in 10 CFR 50.33(f) and Appendix C thereto. That is, provide current estimates of total design and construction costs broken down as follows: (a) total nuclear production plant costs, (b) transmission, distribution and gerwral plant costs, (c) nuclear fuel inventory cost for first cores, and (d) the total of these. This should be accompanied by a statement describing the basis from which the estimate is derived, and an indication of the amounts of these costs already expended or capitalized and the amounts expected to be expended or capitalized during the remainder of calendar yee.r 1972. If fuel is to be acquired by lease or other arrangement than purchase, applicant should so state. The items included in the above categories should be as defined for accounts prescribed by the Federal Power Commission.
