This refers to.the inspection. conducted by Mr. J. I. Tapia of this office

during the period August 11, 1986, through March 13, 1987, of activities;

authorized by NRC Construction Permits CPPR-128 and CPPR-129 for the South

Texas Project, Units 1 and 2, and.to the discussion.of our findings with you

.and other members of your staff at the conclusion of the inspection.

Areas examined during the inspection included followup on an allegation;

reported significant construction deficiencies; responses to NRC Inspection and

Enforcement. Bulletin and Information Notices; and followup on your actions in

regard to the Construction Appraisal Team (CAT)' inspection findings.. - Within

these areas, the inspection consisted of selective examination of procedures

and representative records, interviews with personnel, and observations by the

NRC inspector.. The inspection findings are documented in the enclosed

'

insoection report.

Within the scope of the inspection, no violations ~or deviations were

identified.

As noted-above, we have examined actions you have taken with regard to

previously identified inspection findings.

The status of these items is

identified'in paragraph 5 of the enclosed report.
