Gentlemen:

This refers to the routine safety inspection conducted by Messrs.

J. M. Hinds Jr. , P. G. Brochman, R. M. Lerch, B. H. Little, M. M. Holzmer,

C. H. Scheibelhat, and Ms. J. A. Malloy of this office on October 16 -

October 31, 1986, of activities at Byron Station Unit 2, authorized by NRC

Construction Permit No. CPPR-131 and to the discussion of our findings

with Mr. V. I. Schlosser and others of your staff at the conclusion of the

inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No violations of NRC requirements were identified during toe course of this

inspection.

Although no violations of NRC requirements were identified during this

inspection, the inspectors questioned the availability of the auxiliary

feedwater pumps under certain conditions associated with a potential common

mode failure of valve AF024.

It is our understanding that your staff has

reviewed this matter, has no concern, and has agreed to provide an engineering

analysis to support its position prior to Unit 2 initial entry into Mode 3.

If our understanding is not correct, please let us know.

?n accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.
