Gentlemen:
This refers to the special team inspection to review the Licensee's reportable
event program conducted November 5 through 7, 1986. This also refers to the
discussion of the teams findings with Messrs. M. Lyster, C. Shuster, F. Stead,
and other members of your staff at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
No violations of NRC requirements were identified during the course of this
inspection.
However, the inspectors identified several observations to
enhance your ability to identify, correct, and reduce reportable events.
These observations are identified in Section 7 of the attached report.
Please respond within thirty days of receipt of this letter to these
observations, including a description of actions you have taken or plan to
take to address the observations.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC
Public Document Room.
The responses directed by this letter are not subject to the clearance
procedures of the Office of Management and Budget as required by the Paperwork
Reduction Act of 1980, PL 96-511.
