Gentlemen:

This refers to the inspection conducted by Mr. J. B. Baird of this office

during the period April 20-24, 1987, of activities authorized by NRC'

l Construction Permits CPPR-128 and CPPR-129 for the South Texas Project, and to

the discussion of our findings with Mr. G. Vaughn and -other members of your

staff at the conclusion of the inspection.

! Areas examined during the inspection included review of corrective actions for

deficiencies identified during the NRC emergency preparedness implementation

appraisal. Within these areas, the inspection consisted of selective

examination of procedures and representative records, interviews with

personne_l, and observations by the NRC inspector. The inspection findings.are

,

documented in the enclosed inspection report.

Within'the scope of the inspection, no violations or deviations were

identified.

l One unresolved item is identified in paragraph 4 of the enclosed inspection

report.

The status of actions you have taken with regard to deficiencies previously

identified during the emergency preparedness implementation appraisal is

l identified in paragraph 2 of the enclosed report.
