Gentlemen:
This refers to the inspection conducted by Messers. D. R. Carpenter and
B. A. Breslau of this office during the period July 1 through August 31, 1986,
of activities authorized by NRC Construction Permits CPPR-128 and 129 for the
South Texas Project, Units 1 and 2, and to the discussion of our findings with
Mr. W. H. Kinsey and other members of your staff at the conclusion of tne
inspection.

Areas examined during the inspection included site tours, overflow of diesel
fuel oil storage tank, reactor vessel assembly, followup on problems at other
Region IV sites, measurement and test equipment laboratory, preoperational
test procedure review, preoperational test witnessing, equipment tagging,
nonconformance report hold tags, and preoperational test results review.
Within these areas, the inspection consisted of selective examination of
procedures and representative records, interviews with personnel, and
observations by the NRC inspectors. The inspection findings are documented
'in the enclosed inspection report.
Within the scope of the inspection, no violations or deviations were
identified.
One unresolved item is identified in paragraph 11 of the enclosed inspection
report.
