EQUIPMENT QUALIFICATION

As requested during a conference call with your staff on November 7,1986, we are providing additional information concerning Mechanical Equipment Qualification (MEQ). The information is provided in the following attachments: : MEQ Methodology (Material Capabilities) : BOP - Master List with SCEW Sheets : NSSS - Master List with WCAP-10856 (Proprietary)

The Material Capabilities discussion from the referenced submittal has been revised to provide clarifications on the scope of mechanical equipment.

The mechanical equipment, which was evaluated for qualification at VEGP, includes pumps, valves, dampers, fans, cooling units, and cleaning units. Snubbers are not included in the scope of mechanical equipment requiring environmental qualification. However, an evaluation of the pipe snubbers used at VEGP revealed that they contain no age-sensitive materials. The snubber design is all mechanical.

The SCEW sheets provide a summary of qualification for safety-related BOP mechanical equipment (pumps, valves, air handling equipment). The environmental conditions for which the equipment was evaluated on SCEW sheets represents the worst composite conditions for the equipment. The WCAP addresses qualification of safety-related NSSS mechanical equipment (pumps and valves).

ATTACHMENT 1 MEQ METHODOLOGY (MATERIAL CAPABILITIES)

r MATERIAL CAPABILITIES

1.0 INTRODUCTION

Mechanical Equipment Qualification includes demonstrating qualification of non-metallic parts within a safety related component.

Non-metallics are typically those parts which can be effected by air and fluid environments during normal operating and postulated accident conditions.

The requirements to be satisfied by the mechanical equipment evaluation are principal design criteria outlined in the NRC guidelines of GDC 4 and 10 CFR 50 Appendix B.

These criteria mandate that structures, systems and components important to plant safety must be designed to accommodate both normal and accident environmental effects.

The following discussion documents the evaluation for active pumps, valves, and air handling equipment.

2.0 OBJECTIVE 2.1 The objective of this evaluation is to support and document qualification of safety-related mechanical active equipment supplied to VEGP.

This equipment is identified in the master list.

2.2 The guidelines used to perform this evaluation are contained in the VEGP procurement specifications and Westinghouse Generic Environmental Qualification Program WCAP 8587 supplemented by a program specific review.

2.3 The qualification of 1E accessories for the components evaluated is summarized in section III of this report.

Their specific qualification is documented under the Balance of Plant equipment qualification data packages (EQDP) and the Westinghouse WCAP 8587 program for Nuclear Steam Supply System (NSSS) equipment.

These accessories include:

Valve position indication switches b.

Solenoid valves and/or solenoid actuators c.

Environmental seals 1

Electronic Control Packages e.

Pump motors f.

Motor operators 3.0 EVALUATION SEQUENCE 3.1 ACCEPTANCE CRITERIA The acceptance criteria for qualification is defined as:

The property of the non-metallic material, as defined by the critical parts function within the component, shall have documented environmental capabilities equal to or greater than the specified and postulated air or fluid environment for a finite period of time.

The finite period of time shall be defined as the part's qualified life which shall be equal to its qualified life for the normal environment plus a maximum of one year post accident.

Critical parts are defined as:

A part which must be able to survive normal and postulated accident environmental conditions, fluid and/or air, for a specified time period, and continue to perform its safety-related function.

Failure of a critical part will result in the component's or component part's inability to perform its safety-related function.

3.2 CRITICAL PARTS AND MATERIAL IDENTIFICATION Individual component drawings and corresponding bills of material were reviewed to identify all non-metallic parts within each component, followed by their material identification.

In those cases where the specific type of material was not identified, the component vendor was contacted.

The parts were then evaluated as to the degree to which they were critical within the component for assuring operability and maintaining pressure boundary.

The properties were then established for each critical part for specific application.

3.3 After identifying the critical parts, the component environments were established.

It was necessary to first establish whether the critical parts were exposed to air or fluid environments.

Air environments are typically less severe due to shielding considerations within the component.

Air environments typically 2

exhibit lower temperatures and radiation levels than to those parts of a component which are directly exposed to process fluid.

This distinction of environment directly affects those values used to established qualification.

Subsequent to establishing the specific environments, the individual components were correlated to the plant specific air environments.

The air environments were used to evaluate those critical parts subject to air environmental conditions.

Where critical parts were subject to fluid environments, the specific plant fluid systems were used to establish the per component fluid environment.

The critical part material capabilities were then established.

The material capabilities were then used to evaluate critical part material capabilities to those specified for the plant.

4.0 CONCLUSION

S Material properties were compared to the component specific environment to determine qualification.

A component was considered qualified when its material capabilities were greater than the environment.

The first group of equipment evaluated were having either no non-metallics or only inorganic non-metallics such as flexitallic gaskets or asbestos packing.

The flexitallic gaskets and the asbestos packing are not sensitive to thermal aging and are radiation resistant.

Valves having organic non-metallics were the next group of valves evaluated.

The safety related pumps and air handling equipment were the last group of equipment evaluated.

i Equipment exposed to an HELB were evaluated by considering normal, HELB, and one year post accident conditions.

LOCA or MSLB conditions were enveloped and a qualified life was established.
