SUMMARY
Carolina Power & Light Company (CP&L) submitted a request for a license amendment regarding Technical Specification (TS) 3.1.4.3 on August 28,1985. The Company requested that the applicability requirement for the rod block monitor (RBM) be changed from "when THERMAL POWER is greater than the preset power level of the RWM and RSCS" to "when THERMAL POWER is greater than or equal to 35 percent of RATED THERMAL POWER." A discussion was provided which described the relationship of the-rod worth minimizer (RWM), the Rod Sequence Control System (RSCS), and the RBM.
During subsequent discussions with the NRC staff, it was pointed out that 35 percent rated power is outside the range of criteria previously approved by the staff (i.e.,
30 percent rated power). In order to justify exceeding the previously approved value, CP&L was requested to submit a plant unique analysis verifying that the increased power level allowable prior to having the RBM operable was acceptable.
I In reviewing the TS and evaluating the need to have the operability requirement more clearly identified, the Company determined that the cost in generating a plant unique analysis was not justified by the limited increase in operational flexibility between 30 and 35 percent power. Therefore, CP&L hereby requests that the applicability requirement for the RBM be revised to "when THERMAL POWER is greater than or equal to 30 percent of RATED THERMAL POWER" consistent with previously approved NRC criteria for similar plant designs.
l SIGNIFICANT HAZARDS ANALYSIS The Commission has provided standards in L0 CFR 50.92.(c) for determining whether a significant hazards consideration exists. A proposed amendment to an operating license for a facility involves no significant hazards consideration if operation of the facility in accordance with the proposed amendment would not: (1) involve a significant increase in i
the probability or consequences of an accident previously evaluated, (2) create the possibility of a new or different kind of accident from any accident previously evaluated, I

The proposed amendment does not involve a significant increase in the probability or consequences of an accident previously evaluated or create the possibility of a new or different kind of accident than any previously _
evaluated because the change is merely a clarification of the existing requirement. Currently, the APPLICABILITY requirement for the RBM is that it be operable when THERMAL POWER is greater than the preset power -
level of the RWM and the RSCS. This power level is normally preset between above which the RBM must be operable.' permanently fixes the power level 25 and 30 percent. The proposed change

. operable can be increased by merely increasing the preset power level of the RWM and RSCS. Therefore, the change further restricts the applicability of the RBM by specifying a value above which it must be operable. The -
proposed change is consistent with the values set forth in the GE BWR/4 -
Standard Technical Specifications.
Based on the above, Carolina Power & Light Com i d that the proposed change meets the criteria of 10CFR50.90(c) and, pany has determ ne therefore, does not involve a significant hazards consideration.
ADMINISTRATIVE INFORMATION The revised proposed Brunswick-1 and Brunswick-2 TS pages are provided in Enclosures 1 and 2.
Carolina Power & Light Company has evaluated this request in accordance with the -
provisions of 10CFRI70.12 and has determined that a $150 license amendment fee is not required. This fee was submitted in the Company's August 28,1985 submittal.
