A meeting was conducted at the NRC Region II Office on October 29, 1986, to discuss integrated schedule, general employee training examination grading, and resolution of items on Region II's Outstanding Items List. Your staff requested a discussion of the first two subjects, Region II requested a discussion of the third. The content of the meeting is discussed in Enclosure 1. The attendees are listed in Enclosure 2.

It is our opinion that this meeting was mutually beneficial and provided for a better understanding of these important issues.

SUMMARY

Name of Licensee: Florida Power and Light Company Name of Facility: Turkey Point Units 3 and 4 License Nos.: DPR-31 and DPR-41 Docket Nos.: 50-250 and 50-251 On October 29, 1986, representatives of the Florida Power and Light Company (FPL) met with members of the NRC Region II Staff in Atlanta, Georgia, to discuss current issues affecting Turkey Point Units 3 and 4. These issues are summarized as follows.

1. Integrated Schedule The integrated schedule is a management control process that recognizes the limited resources of the company and schedules plant modifications relative to " time cost / benefit" priority and availability of critical resources.

The licensee plans to apply for license amendments to add this schedular program to the Turkey Point Units 3 and 4 licenses. The schedule contains numerous items that significantly affect critical manpower areas, budget or shutdown time. The licensee foresees being prepared to negotiate the initial schedule and process in several months.

2. Radiological Controlled Area Training Examination Grading The licensee discussed briefly the events that flagged a potential problem in the grading system. Strong immediate followup investigation was l conducted and all examinations given between August 1,1985 and October 20, 1986, were regraded. Approximately 294 people were denied access to the radiation control area after the regrade. About 60% of these people were currently at the site. They are being re-examined. The licensee discussed briefly a number of corrective actions for this test and grading p-ogram to reduce grading errors.

3. NRC Region II Outstanding Items List for Turkey Point Units 3 and 4 The regional representatives provided the lists to the licensee and discussed potential arrangements to get the data needed to reinspect the items. The licensee was very receptive and discussed differences in focus between the Region II list and the licensee's commitment tracking list.
