SUBJECT:

REVIEW 0F LICENSE AMENDMENT REQUEST, AMENDMENT N0. 05

Background

On March 31, 1983, NRC issued a renewal of license No. SNM-928, which included License Condition No. 20, to Kerr-McGee's Sequoyah Fuels Corporation for the

! purpose of establishing a specific schedule for completing decontamination l activities. License Condition No. 20 specified March 31, 1987, as the date for completing decontamination activities. By letter dated February 19, 1987, the licensee noted that not all activities were expected to be completed by that date and accordingly requested that License Condition No. 20 be revised to show December 31, 1988, as the new target date for completing decontamination activities of the facilities and grounds for unrestricted use.

Because the new target date for completing decontamination activities will surpass the current license expiration date of March 31, 1988, the licensee

, requested that the expiration date of the license be extended beyond I December 31, 1988, to accomodate NRC review and release of buildings and grounds for unrestricted use.

Discussion i A recent inspection of decomissioning activities was conducted at Sequoyah Fuels Cimarron Uranium Plant on December 15-18, 1986. (Inspection Report j

70-0925/86003(DRSS)). During a tour of the facility the inspector observed the following activities in support of the licensee's request for extending '

the date of expiration of License No. SNM-928.

I 1. The licensee's progress on decommissioning the sanitary lagoons and the l

thorium-uranium waste burial site have been severely limited by record rainfall . Two lagoons scheduled for decommission were filled with rain water. Although the licensee had excavated four trenches at the old burial site, standing water and mud impeded the licensee's progress in

exhuming waste materia'i.
2. The uranium pellet plant was stripped of all equipment. The remaining
floor had been upgraded with concrete, surveyed and released for storage l of laboratory samples and equipment. -

3. The SX system used in uranium waste recovery campaigns was removed and packaged for waste disposal.

The inspector concluded that the licensee's request to extend the schedule for terminating decommission activities is reasonable and necessary in order to make the facilities available for unrestricted use. . Project personnel from the Office of Nuclear Material Safety and Safeguards were contacted concerning this request. They agreed that the schedule extension is acceptable.

Radiological Safety No new radiological safety issues are raised by this amendment request. The licensee's radiological safety organization will continue to monitor decontamination activities.

The licensee noted that if exhumation operations uncover pyrophoric radioactive metal, special handling procedures will be developed and implemented. Region III should be notified of these findings with a brief description of the conduct of operation planned to handle pyrophoric materials.

_ Recommendation In view of the above, it is recommended that the license be amended as requested by Kerr-McGee-Sequoyah Fuels.
