Dear Sir:

As counsel for ITT Fluid Technology Corporation (fonnerly ITT Grinnell Corporation), I received the enclosed communication from Peter C. Martin, Executive Vice President, Hammel Dahl, Inc., on May 5, 1987.

The letter indicates that 11ammel Dahl determined that a. defect exists

in the design of the extension bonnets supplied in 1980 for four pressurizer spray valves for the subject plant. As you may be aware, ITT Grinnell sold flammel Dahl in December,1983. Accordingly, all the ' design data, information,-

and expertise relative to the subject valves resides with the llamel Dahl, Inc.

Ilowever, to assist in the evaluation of the valves, we have retained Thielsch Engineering Associates to inspect and make non-destructive examinations n of the welds. This inspection is being performed this week and a report is' '

anticipated next week.

Requests for further information relative to the 11amnel Dahl determination should be directed to Peter Martin. On an urgent basis, I would also ask that a copy of the ' data and any assumptions. supporting-the determination be forwarded. to Helnut 7hicisch for review and comment in view of the inspections being performed.'

Dear Mr. Lombardi:

Our notice to you dated 4/23/87 stated that we, Hammel Dahl, Inc., were undertaking an engineering review to determine if there is a design defect in valves presently installed in a safety related system at the BG6E Calvert Cliffs Nuclear Power Plant, i.

Please be advised we have determined that according to the drawing in our file, there is a defect in the design of the extension bonnets supplied in 1980 for the four pressu-rizer spray valves. Since ITT is the manufacturer of these products, we are advising you of our determination. Further study is necessary to determine if there is a defect in the actual parts manufactured.

We understand that you have hired a consultant to start analysis irmnediately and that he has scheduled a visit to the power plant on May 4 and 5. This is important since we understand that both units of the plant are presently shut down. We would very much appreciate receiving a copy of the report outlining the results of your study so we might complete our file on this matter. In addition, if you deter-mine a defect does exist, we would expect you or your agent to notify the N.R.C. under regulation 10CFR part 21.
