This refers to your letter of February 14, 1986 on the subject of Environmental Qualification of Limitorque Motor Operator Internal Wires at Point Beach Nuclear Plant, Units 1 and 2.

This letter was discussed with Mr. E. J. Lipke and Mr. C. W. Krause of your staff in a telephone conversation with C. J. Paperiello of my s.taff on February 26.

It is Region III's opinion that licensees may voltatarily enter limiting conditions of operations provided that all technical specification preconditions and action statements are met.

The question of Point Beach's compliance with 10 CFR 50.49 because of potentially unqualified internal wires in EQ Limitorque M0V operators is being reviewed by the NRC along with other similar cases.

If it is determined that a violation exists, enforcement action could be taken in accordance with 10 CFR 2, Appendix C, and Generic Letter 85-15. The length of time the violation existed could be a factor.
