Waterford SES Unit 3 Docket No. 50-382 Revision of Technical Specification Change Request NPF-38-51

W3P86-2560 dated October 15, 1986

Dear Mr. Knighton:

By the referenced letter LP&L submitted proposed changes to the Administrative Controls Section of the Technical Specifications to support pending organization changes. The proposed changes would have deleted the Technical Specification organization charts rod would have replaced title positions with functional descriptions.

In subsequent discusaions your staff indicated that removal of the organization charts should not be pursued at this time, and requested a revised Technical Specification change. Accordingly, LP&L is proposing a revision to change request NPF-38-51. The revised technical specification change amendment reincorporates Figures 6.2-1 and 6.2-2 which reflect the reorganization.

Enclosed please find the original proposed changes in Attachment A and the i revised changec in Attachment B.

Management Records function has been placed under the Nuclear Services Manager. l The Engineering and Construction functions previously under the Project i Manager have been functionally consolidated and rest with the Nuclear Operations Engineering Manager and the Nuclear Operations Construction Manager, respectively. The Nuclear Operations Engineering, Nuclear Operations Construction, and the Nuclear Operations Training Managers now report to the Vice President-Nuclear, whereas presiously the functional j equivalent of these Managers reported to the Project Msnager  ;

O Page 2 W3P86-3391 under the Plant Manager have been transferred to the Quality Assurance Manager, providing a consolidated and strengthened structure for quality and quality assurance activities.

Reorganization has also been effected within the Plant Manager level, also reporting to the Vice President-Nuclear, to enhance nuclear plant operations. The planning and scheduling function now reports directly to the Plant Manager. The fire protection and safety function has been elevated within the organization and now reports within the technical services structure directly to an Assistant Plant Manager, whereas previously the fire protection function reported to the Shift Technical Advisor. Also, an event analysis and reporting function has been created within the technical services organization, reporting directly to an Assistant Plant Manager. Chemistry, systems engineering, and reactor engineering functions under the previous organization report to the Plant Engineering Manager (new title only).

The NRC Staff also requested that the reporting responsibility of the Independent Safety Group (ISEG) be clarified. This group, which previously reported to the Engineering and Nuclear Safety Manager will report through a supervisor of Assessments to the Nuclear Operations Support and Assessment Manager. This relationship provides a reporting chain outside the plant management organization responsible for power production. Since the Nuclear Operations Support and Assessment Manager reports to the Vice President-Nuclear, this authority necessary to perform ISEG responsibilities and functions is strengthened.

In summary, the reorganization consolidates functional responsibilities, increases the efficiency of operation, and strengthens the management purview.

The proposed revisions the NPF-38-51 do not involve an unreviewed safety question nor a significant hazards consideration. Because the revised changes are more restrictive than those originally proposed, the safety analysis accompanying the original request is bounding.
