Dear Mr. Mazur:

NTHOMPSON i

SUBJECT:

GENERIC LETTER 83-23, ITEM 4.4, REACTOR TRIP SYSTEM RELIABILITY (IMPROVEMENTS IN MAINTENANCE AND TEST PROCEDURES FOR B&W PLANTS)

WASHINGTON NUCLEAR PROJECT, UNIT 1 (WNP-1)

We have reviewed your letter dated March 30, 1984 responding to Generic Letter.

83-28, " Required Actions Based on Generic Implications of Salem ATWS Events."

Item 4.4 of Generic Letter 83-28 requires applicants with B&W reactors to confirm that safety related maintenance and tests procedures are applied to the diverse S reactor trip feature provided by interrupting power to control rods through the silicon controlled rectifiers and to include the silicon controlled rectifiers in the appropriate surveillance and, test sections of the Technical Specifications.

We have evaluated your response to item 4.4 and based on your commitment and the delayed construction status of WNP-1, have concluded that it is acceptable.

Our safety evaluation, which is enclosed, should be retained for use in tracking your commitment when construction and normal licensing activities resume.

Sincerely, h

John F. Stolz, Director 1
