E WASHINGTON, D. C. 20555 FEB 121986
, Docket No.: 50-368 Mr. John M. Griffin Senior Vice President Energy Supply Arkansas Power & Light Company Post Office Box 551 Little Rock, Arkansas 72203
Dear Mr. Griffin:
Subject:
In-Progress Audit of the Getailed Control Rocm Design Review (DCRDR) for Arkansas Nuclear One, Unit 2 (ANO-2)
Enclosed for your information and use is a report prepared by our consultants from Science Applications International Corporation (SAIC) concerning the l
above subject. This report is the outcome of an on-site audit of the ANO-2 j
DCRDR efforts, conducted by the NRC staff and consultants from SAIC on September 16-20, 1985. The staff hac reviewed this report and agrees with the technical content and conclusions of the report.
Results of the staff evaluation thus far indicate that you are conducting a very comprehensive human factors review of the control room which will satisfy most of the DCRDR requirements of Supplement 1 to NUREG-0737. However, additional information is required from the licensee to provide assurances that all requirements as stated in NUREG-0737, Supplement 1 are satisfied.
In particular, NUREG-0737, Supplement 1 clearly states, "All licensees shall submit a summary report of the completed review outlining proposed control room changes... The report will also provide a sumary justification for human engineering discrepancies with safety significance to be left uncorrected or i
partially corrected." The of proposed modifications (purpose of a preimplementation audit is, "... audit e.g., equipment additions, deletions and relocations, and proposed modifications)." The staff expects that the DCRDR Summary Report, due May 6,1986, will contain proposed corrective actions for safety significant human engineering discrepancies (HEDs) along with an implementation schedule.
Any safety significant HEDs to be left uncorrected or partially corrected must be fully justified.
The reporting and/or recordkeeping requirements of this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.
