Judge Harbour advised that today he had received your letter of November 3,1986 and a packet of documents. Previously, during the limited appearance sessions, you had submitted some of these documents to the Board which have been placed and are available for inspection in the Public Document Room at 1717 H Street, N.W., Washington, D. C.
A copy of your letter will be served upon the parties in this proceeding, and the letter as well as the documents will be placed in the Public Document Room.
Further, as reflected in the enclosed letter, I have asked the Director of the Office of Inspection and Enforcement to write to you with respect to the Padovano case.

Enclosed please find a copy of the James. V. Dadovano case which relates

to the Seabrook :bclear Power Plant. His sole position was to inspect welds at this plant. He was charged with 11 counts of Federal violations frcrn 7-30-82 to 3-15-83 and pleaded guilty and was sentenced 9-30-85. %is case was never fully investigated and nine counts were dismissed with prejudice.

There were also other people who should have testified, co-workers of Mr. Padovano, but they wre never asked. I think the least the Departnent of Justice could have done was to fully investigate the case and let all witnesses be questioned. I feel the case should be re-ocened in Washincton through the Justice Departrent.
