Dear Mr. Butler:

The purpose of this letter is to provide information which was requested by Mr. Sang Roe of the NRC staff during a site visit on May 9, 1986 concerning the alternate off-site power supply for Limerick Generating Station.

The purpose of this visit was to address open item 2.3 contained in Inspection Report 50-352/85-30 which concerned the acceptability of this power supply.

Modifications are being initiated so that in the event that one of the Limerick off-site power supplies becomes unavailable, an alternate off-site source of power can be connected within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to supply the safeguard loads as discussed below:

The alternate off-site source is made available via 2300 Line which is a 33kV transmission line, with a capacity of 24 MVA, between Cromby Station and Moser Substation.

Residential and commercial loads will be transferred to other lines to provide adequate reserve capacity to supply the emergency safeguard loads at Limerick.

Cromby Station has 385 MW of fossil fuel fired generation and is connected to the 33kV, 138kV and 220kV transmission networks.

Moser Substation is supplied by two 66kV transmission lines from Cromby Station.

In addition Moser Substation is connected to the 33kV transmission system and has 54 MW of combustion turbine generation on-site.

Butler October 31, 1986 Page 2 Line 2300 consists of open aerial construction between Cromby and Moser Stations and connections are provided to supply permanent and temporary construction loads at Limerick.

Alternate off-site safeguard power will be supplied thru cable installed in existing underground duct (B on attached sketch) and connected to 2300 Line at the 33kV splice box located in the 220kV substation (A).

Power will be supplied to the safeguard loads thru the 33kV circuit breaker (C) and the spare 13.2/33-4.16kV safeguard transformer (D) to either 4kV safeguard bus.

Line fault protection will be provided by instantaneous phase overcurrent and ground overcurrent relaying.

The spare safeguard transformer will be protected by phase and ground overcurrent relaying on the 33kV winding, ground overcurrent relaying on the 4kV winding and transformer differential overcurrent relaying.

This is the same level of relay protection provided for the two safeguard transformers.

Upon failure of one of the two normal offsite power sources with an anticipated outage of greater than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />, implementation of the alternate off-site source will be accomplished by the following actions:

o Replace the safeguard transformer associated with the.

affected off-site source with the spare safeguard transformer.

This spare transformer is located on

site, o

Install and connect cable in existing duct (B) from the 33kV splice box (A) in the 220kV Substation to the 33kV circuit breaker (C).

o Connect cable in existing duct from the 33kV circuit breaker to the spare safeguard transformer.

o Connect the relaying associated with the spare safegurrd transformer as shown on the attached relay sketchts.

All necessary relays and current transformers will be installed with the 33kV circuit

breaker, o

Transfer load from 2300 Line to other 33kV lines via line switching operations.
