SUBJECT:
MEETING 0F OCTOBER 1,1986 ON SCHEDULING 0F LICENSING ACTIVITIES On October 1,1986 representatives of the Philadelphia Electric Company (PEco) met with the NRC staff in Bethesda, Marylar.d. The meeting was held to discuss the schedules for licensing actions for Units 1 and 2 for the next several months. A list of attendees is provided in Enclosure 1.
With respect to Unit 2, PECo noted that as of the end of August 1986 the unit is considered to be 45% complete. The staff noted that this represented signif-icant progress from early 1986 when construction was resumed with the unit about 30% complete. PECo indicated that the current planning fuel loading date is April 1990 with commercial operation in October 1990. PECo indicated that they are striving to improve the fuel load date to a target date of August 1989.
With respect to forthcoming Unit I licensing activities the staff emphasized the importance of adequate preparation of license amendment applications. The staff noted that some guidance had been provided on this subject in Generic Letter 86-03 and in the staff's letter of May 20, 1986 concerning a specific license amendment application.
The staff and PECo also discussed the forthcoming schedule of expected license amendment applications. PECo provided a schedule of anticipated licensing activity which is included as Enclosure 2. The staff emphasized the importance of submitting applications for which the need can be foreseen in a timely manner to allow for the necessary noticing and comment period in the Federal Register and other staff activities prior to a decision on the application.
