Gentlemen:
This refers to the routine safety inspection conducted by M. Jordan,
R. Kopriva, and J. Malloy of this office on March 10 through April 24, 1987,
of activities at LaSalle County Station, Units 1 and 2, authorized by
Operating Licenses No. NPF-11 and No. NPF-18 and to the discussion of our
findings with Mr. G. Diederich at the conclusion of the inspection.
The enclosed copy of our inspection report identified areas examined during
the inspection. Within these areas, the insrection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as specified in the enclosed Appendix. A written
response is required.
In addition, this report contains a description of an
Enforcement Conference conducted on April 24, 1987, regarding exceeding a
Technical Specification Limiting Condition for Operation (LCO). Communication
among the shift crew during the day shift was inadequate in that the Unit I
reactor operator and the instrument technician were unaware of the LCO. As
a result of the meeting on April 24, 1987, we have decided that escalated
enforcement action is not warranted at this time and we are issuing one
Severity Level IV violation.
However, further violations similar to this
could result in escalated enforcement action.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosures will be placed in the NRC's Public Document
Room.
