Oyster Creek Nuclear Generating Station Docket No. 50-219 Technical Specification Change Request No.155 GPU Nuclear Corporation, operator of the Oyster Creek Nuclear Generating Station, Provisional Operating License No. DPR-16, requests changes to the Technical Specifications.
These changes are requested to incorporate plant modifications being accomplished to meet the requirements of 10CFR50, Appendix R and to update the Technical Specifications with regard to the addition of a new cable spread room. Administrative changes are requested to reflect the current revision of the Oyster Creek Fire Hazards Analysis.
By letter dated March 24, 1986, the NRC staff granted several exemptions requested by GPU Nuclear. This correspondence provided the staff's Safety Evaluation Report (SER) for the requested exemptions and the Alternate Shutdown Facility provided to meet 10CFR50, Appendix R.
In their SER the NRC staff requested GPU Nuclear to submit Technical Specifications for air accumulator tanks and spare air bottle to assure operability of the "B" Isolation Condenser.
GPU Nuclear has considered changes to the Technical Specifications to reflect air accumulators; however, it is felt that such changes are not necessary nor desirable. The air accumulators are passive components which are not subject to operational controls. The design of the accumulators provides a backup source of air to a control valve. The accumulator tank size is sufficient to provide a minimum of 10 valve cyclings even though analysis shows that only 6 cyclings are required.
Since the air accumulators are installed as an integral part of the system, the existing Technical Specifications f or the system provides sufficient operability constraints. The spare air bottle in the local area has been provided for convenience and to further assure pressurized air will be available in the long term. Availability of this air bottle is not required to assure timely action in a fire event; therefore, the addition of Technical Specifications is unwarranted.
