RELIEF FROM REQUIREMENTS OF ASME SECTION XI Paragraph 10 CFR 50.55a(g)(4) of the Commission's regulations requires that applicable ASME Code components of a pressurized water-cooled nuclear power facility meet the requirements set forth in Section XI, Rules for Inservice Inspection of Nuclear Power Plant Components, of the ASME Boiler and Pressure Vessel Code except where specific written relief has been granted by the Commission.
By letter dated June 10, 1986, you identified specific ASME Code requirements that you determined to be impractical to perform and provided supporting technical information.
Certain piping welds in the main steam and feedwater systems that are subject to inservice inspection are covered by protective enclosures and, therefore, are inaccessible for examination.
Pursuant to 10 CFR 50.55a(g)(6)(i), you requested relief from these requirements.
The NRC staff has completed its review of your submittal and determined that the required examinations are impractical to perform.
The enclosed Safety Evaluation concludes that relief may be granted provided that you select an equivalent number of accessible welds for inservice inspection from piping of similar material, configuration, and operating conditions.
Based on this conclusion, your relief request is acceptable.
We have determined that this action is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest, giving due consideration to the burden upon the licensee that could result if the code requirements were imposed on the facility.
