By letter dated October 27, 1986, you submitted a relief request from the examination requirements of Section XI of the ASME Boiler and Pressure Yessel l

Code for the shell-to-tubesheet and nozzle-to-shell welds in the regenerative heat exchangers at Point Beach Nuclear Plant, Units 1 and 2. The requested relief has been granted. The basis for granting of the relief has been discuned in the enclosed Safety Evaluation.

Based on our review, we have determined that the testing for which the relief has been requested and approved is impractical to perform and that pursuant to 10 CFR 50.55a(g)(6)(1) the granting of this relief is authorized by law and will not endanger life or property or the couren defense and security and is otherwis? in the public interest. In making this determination, we have given due consideration to the burden that could result if these requirements were imposed on your facilities.
