Subject: Combined Inspections 50-277/87-07; 50-278/87-07
This transmits the findings of the routine safety inspection by Mr. T. P. Johnson
and others on February 1 to March 13 1987, at the Peach Bottom Atomic Power
Station, Delta, Pennsylvania. These findings were based on observation of
activities, interviews, measurements and document reviews, and have been
discussed with Mr. R. S. Fleischmann of your staff.
A copy of this letter and the enclosures are being placed in the NRC Public
Document Room.
Areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with letter. Based on the results of this
inspection, it appears that one of your activities in the radiological controls
area was not conducted in full compliance with NRC requirements, as set forth
in the Notice of Violation, enclosed herewith as Appendix A.
This violation
has been categorized by severity level in accordance with the revised General
Statement of Policy and Procedure for NRC Enforcement Actions, 10 CFR Part 2,
Appendix C (Enforcement Policy 1986).
During this inspection period, an indepth review of the radiological controls
area was conducted by a regionally-based specialist inspector. A number of
weaknesses were observed in the implementation of your overall program. Spec-
ifically, the inspector noted that:
(1) your radiation work permit system had
significant weaknesses (Paragraphs 9.4.1,9.4.2);(2) deficiencies noted in
Quality Assurance department audits had gone uncorrected for over a year (Para-
graph 9.2); (3) there was a perception that operations department personnel
would not respond to Health Physics deficiencies (Paragraph 9.1.4); (4) the
performance of surveys and the use of alarming dosimeters in high radiation
areas were weak (Paragraphs 9.4.3,9.4.4).

In addition to responding to the violation in Appendix A, we request that you
provide your plans and specific corrective actions for the above identified
items.
