INSPECTION REPORT 50-424/86-91
This letter forwards the report of an inspection conducted by an NRC team on
September 15-19, 1966 to review the Vogtle Fitness For Duty (FFD) program. The
inspection team consisted of members from Region II, the Office of Nuclear
Regulatory Research, and the Office of Inspection and Enforcement. At the
conclusion of the inspection, the results were discussed at an exit meeting
with those members of your staff identified in the enclosed inspection report.
The licensee was advised that key elements of its FFD program are in place, but
certain areas were identified where the program did not appear to fully meet the
guidelines adopted by the nuclear power industry as outlined in the EEI Guide
to Effective Drug and Alcohol / Fitness for Duty Policy Development. The
inspection report discusses these areas and also describes supplemental FFD
program elements not contained in the EEI Guide which were examined by the
inspection team. Within 60 days of the receipt of this letter, it is requested
that you provide this office with any comments concerning the results of our
review, including a description of your planned actions to further incorporate
appropriate provisions of the EEI guidelines for fitness for duty. Particular
attention should be given to the observations in sections D.4, D.9, D.10, E.2,
E.3, and F.2.
